ABOUT THE LAUNCH OF THE PROJECT “MONITORING OF CHANGES IN THE CUSTOMS SPHERE IN THE CONTEXT OF RUSSIAN AGGRESSION AGAINST UKRAINE”

The Association of Customs Brokers of Ukraine in cooperation with the NGO “Institute for Economic Research and Policy Consulting” within the framework of the project “Support to the Public Initiative “For Fair and Transparent Customs”, implemented by the IER with the assistance of the European Union, and co-financed by the International Renaissance Foundation and ATLAS Network, is launching the project “Monitoring of Changes in the Customs Sector in the Context of Russian Aggression against Ukraine”.

The aim of the project is to monitor changes in the customs clearance of goods and the conditions for Ukrainian citizens to cross the border with the EU and Moldova in the context of Russian aggression against Ukraine.

Planned project activities:

  • Four waves of surveys of Ukrainian citizens who crossed the border to enter Ukraine on foot, by car or by bus (April, June, August, October 2023). You can take part in the survey here.
  • Conducting 4 focus groups with customs clearance agents, customs experts, foreign economic operators, representatives of the State Customs Service on a specific list of issues: link to the Guide
  • Presentations of the results of focus groups and passenger surveys (follow our announcements).
  • Preparation and publication of weekly news reviews on the official website of the AMCU, in the AMCU Facebook group and Telegram channel.
  • Placement of a feedback form on the AMCU’s official website, where business and public representatives will be able to provide information on the facts of possible abuse by public authorities during the movement of goods across the customs border or when citizens cross the state border.

The project will identify changes in the work of the State Customs Service of Ukraine, innovations in customs and related areas, in particular the rules for moving goods, including humanitarian aid, across the customs border, and develop practical recommendations for creating favorable conditions for foreign economic operators, including measures to improve the work of customs authorities. The results of the monitoring will be used to develop a plan of advocacy activities to implement the developed recommendations.
