In April-October 2023, the Association of Customs Brokers of Ukraine, in cooperation with the NGO “Institute for Economic Research and Policy Consulting”, implemented the project “Support to the Public Initiative “For Fair and Transparent Customs”, implemented by the IER with the assistance of the European Union and co-financed by the International Renaissance Foundation and ATLAS Network, implemented the project “Monitoring of Changes in the Customs Sphere Related to the Introduction of Martial Law in Ukraine”.

 

The purpose of the study was to monitor changes in the customs clearance procedure in connection with Russia’s full-scale military aggression against Ukraine.

 

The monitoring was aimed at collecting and analyzing data on the following components:

 

  • Current trends in export operations (main problems and ways to solve them).
  • Existing problematic issues in import clearance and ways to solve them.
  • Assessment of the State Customs Service’s performance during martial law (communication between customs officers and business representatives, changes after the introduction of martial law in Ukraine).

 

The method of focus group discussions with customs brokers and experts (using Zoom software) was chosen to implement public monitoring. A total of 4 focus groups were held, with 26 respondents participating.

At the end of the monitoring period, one in-depth interview was also conducted with an expert to discuss and clarify the main trends in customs clearance procedures in Ukraine in 2023.

The monitoring of changes in customs clearance procedures in connection with Russia’s full-scale military aggression against Ukraine was received with interest and supported by its key audience – representatives of foreign trade, customs brokers and experts specializing in reforming the bodies implementing customs policy in Ukraine.
