Difficulties regarding NCTS:

Why does the “Authorized consignee” not work?

 Imports. Non-resident shippers do not want to register T1 under their own guarantee to an authorized location in Ukraine. They register T1 only up to the border.

After the T1, it can be released into free circulation only if the simplification “Release at the location” is obtained or through the terminal.

Export. Polish customs officers do not see the T1 and motivate drivers to issue T1 at Polish customs brokers.

Why is AEO not interested?

✅ To confirm compliance with the AEO criteria, the company needs to stop the activities of the Accounting, Customs, Warehouse and Logistics, Commercial and IT departments to start preparing procedures, policies, etc.

✅ Railway cargo does not provide for an exemption from entering the terminal.

According to the legal status, authorization is a right, not an obligation to obtain authorization
