T1 — declaration + guarantee document

T1 is a declaration and guarantee document that is mandatory for the import or transit movements of all groups of goods through the territory of countries that are parties to the Convention on a Common Transit Procedure. This includes Ukraine, the EU countries, the EAEU, Turkey, Serbia, Macedonia, and in the near future – Moldova.

How T1 declaration can be applied

T1 declaration is used in the following cases:

  • transit of goods through the territory of Ukraine;
  • import of goods to Ukraine;
  • export of goods from Ukraine to Europe, to the customs offices of destination of the member countries of the Convention.

T1 declaration can be issued for transportation by road and rail.

T1 for export of goods from Ukraine

It is possible to process T1 declaration:

  • at the border, at checkpoints on the Ukrainian or European side;
  • at customs, where goods are cleared in the “export” mode (domestic and container terminals).

T1 registration for transit of goods through the territory of Ukraine

T1 declaration can be opened for:

  • transit (for example, from a border crossing point with the EU to a border crossing point with Moldova);
  • transportation from the checkpoint on the Ukrainian side to the domestic terminal;
  • transportation from the domestic terminal to the border;
  • movement from seaports to the border or domestic terminal.

This procedure is an alternative to the national procedure for clearance of transit cargo (transit declaration + financial guarantee).

T1 registration for goods` import to Ukraine

T1 declaration can be issued:

  • from customs offices, terminals or ports in the EU countries to customs offices of destination in Ukraine.

T1 eliminates the need for registration of:

  • Preliminary declaration (PD) and deposit of funds in the accounts of customs authorities (when issuing a PD, financial security from the importer is paid in the amount of all customs payments, excluding preferences for the goods);
  • Entry summary declaration and financial guarantee.

Required documents for T1 registration

To complete a T1 declaration, you will need:

  • CMR (for trucks) or SMGS (for railways);
  • Invoice;
  • Export declaration or warehouse declaration;
  • Packing list;
  • Customs office of departure;
  • Border crossing point;
  • Countries of the route to the customs office of destination (for example: UA-PL-DE-NL);
  • Customs office of destination or the address of the agency that will close the T1;
  • Vehicle registration certificate (for trucks only);
  • Driver’s international passport (for trucks only);
  • Driver’s mobile phone (for trucks only);
  • Carrier’s EORI code (for trucks only).
